HOUSING COMMISSION DOCUMENT
The first thing to establish when they will discuss issues related to housing and the right of every citizen to decent housing is to know that we mean when we talk about this right and its contents.
To this end, we can verify that the International Covenant on Economic, Social and Cultural Rights explicitly recognizes in its article 11 the right to adequate housing. Now, the Committee which acts as the application of the Covenant, General Comment No. 4, clearly gives us the parameters of this right and its contents when he states that "... the right to housing should not be interpreted in a narrow or restrictive sense which equates it with, for example, the shelter provided by merely having a roof over your head ... Should be seen as the right to live in security, peace and dignity in somewhere. "
arises from the above observation, that the right to adequate housing, is much broader access to a roof. Specifically the law and its content is given to access, maintain and fully enjoy a home with dignity.
On this basis, in order to be materialized this right, the roof or house has to have all the infrastructure by the state (or as some now in private hands) to be decent, which is composed for example by services like electricity, gas, water, communication, sewer, transportation, safety, health, roads in good condition, the structure to avoid flooding in the area, and of course inalienable rights of every human being access to health and education (non-exhaustive list of other rights and services needed not specified).
But neighbors who now live in the neighborhoods of Villa Soldati, Villa Lugano, Villa Riachuelo (Comuna 8) we can say without any valid reason to question that at present and long-do not have the infrastructure mentioned above and by the state, since the existing is completely collapsed, consequently becoming inadequate and deficient in live with dignity in our neighborhoods.
With support in the foregoing and confronted it with the concept and content of the right to adequate housing above, it is clear that we live in the neighborhoods that make up the Commune 8 (just like in the future to move to any these districts under the housing that is currently under construction), we can not in fact materialized view access and enjoyment of our right to decent housing.
Therefore, it is clear that the first and immediate need of our neighborhoods are active policies designed to give all the necessary infrastructure to live in dignity and to enjoy our right to decent housing.
Hence it is undisputed that Comuna 8 take no more apartment buildings or neighborhoods, as would worsen the situation in which we find those who currently inhabit, and where the potential beneficiaries of housing schemes which it is desired to do in the area, would not materialize its right under the state that is the area, as already expressed above.
In conclusion of this paper, we say and demand:
1 - that active policies are implemented by the state so that the residents of the Comuna 8 we have all the infrastructure we need to be able to enjoy and see embodied our constitutional rights and in this case a housing.
2 - Do not plan are implemented or plans to build more homes or neighborhoods in this area so as not to worsen the situation in which we live today and every day the inhabitants of the Commune 8 of the CABA.
With regard to green spaces, in conclusion, and we also demand the following:
capacity determination by the residents of the Comuna 8 on all green spaces, not constructed and usurped it. Posting in the beginning that they only allowed the running of parks and plazas with ancillary facilities. Revocable only by specific query on the same confined to the neighborhood (Lugano, Villa Soldati, Villa Riachuelo) or nearby area affected.
As an additional measure, and in order to take the necessary actions to correct deficiencies and shortcomings expressed in the above, we ask:
housing census total in Comuna 8 th that includes a family dwellings only (old) , social housing and substandard housing, registering in authentic manner to the inhabitants of each sector to declare Emergency Infrastructure, and plan subsequent actions to resolve the situation in the areas of health, safety, public order, health, culture, education, sports and recreation, etc.
